How NCAP works: Notices, payment options, and more

The No Contact Apprehension Policy (NCAP) is an initiative to monitor violations in traffic laws, rules, and regulations through the installation of CCTV cameras on major thoroughfares.

Although no physical apprehension is involved on-site, violators can still be caught based on CCTV footage. According to the Metro Manila Development Authority (MMDA), captured footage will undergo review and validation before a Notice of Violation (NOV) is issued to the registered address of the violator.

The delivery process for a Notice of Violation (NOV) varies depending on the type of vehicle. For private vehicles, the NOV is sent via PhilPost to the owner’s address as registered in the Land Transportation Management Database System. For public utility buses, the notice is sent directly to the operating bus company. Unregistered vehicles will also receive such notice.

The violator/s must pay the corresponding fines or penalty once apprehended. Violators are given 10 working days upon the receipt of the NOV, according to the MMDA.

Payments can be made either in person or through digital payment platforms. Over-the-counter payment is available at the MMDA Office, while digital transactions can be done through GCash, Maya, Bayad App, iCash, and LandBank LinkBiz Portal.

NCAP Deputy Chief Marc Dunhill Bolima clarified that there will be no additional charges to be imposed on unpaid NCAP fines.

However, it is still important to pay on time because if a violator fails to settle his/her payment within the given grace period, his/her license plate number will be included in the Alarm list.

“If a violator fails to settle the assessed fines or penalties within ten (10) working days from the receipt of the notice, the vehicle license plate number shall be included in the Alarm list and payment will be required prior to the renewal of vehicle registration with the Land Transportation Office (LTO),” according to MMDA

Bolima added that unsettled NCAP records may also be detected during physical apprehensions.

“Mahuhuli din po siya. Once na nahuli po siya ng physical apprehension, ating makikita po yung mga previous na violations niya,” he said
