Sa ilalim ng Memorandum Circular 111 na nilagdaan ni Acting Executive Secretary Ralph Recto, ginawa ang suspensyon ng trabaho para mabigyan ng oportunidad ang mga empleyado ng gobyerno na makabiyahe sa kani-kanilang mga probinsya at makasama ang kanilang mga mahal sa buhay ngayong holiday season.
