A retaining wall collapsed along the boundary of Barangays New Cabalan and Old Cabalan in Olongapo City around 11:00 AM on August 17, 2026, following the heavy rainfall.
The protective structure serves to support and retain soil on both sides. It prevents landslides and soil movements due to gravity and heavy mass.
Based on the report, the soil is already saturated due to persistent heavy rains.
Local officials immediately inspected the site, where they also observed rising water levels at several bridges across Olongapo City.
Authorities have advised residents in low-lying areas and near-river areas to stay alert and prepare for potential evacuations if weather conditions become worse.
