Nadiskubre na ang mga proyekto ay ginawa ng joint venture contractor na LDLA Marketing and Trading Incorporated at Sunwest Construction and Development Corporation na iniuugnay kay dating Ako Bicol Party-list Rep. Zaldy Co.
