Anti-Epal Policy: No names and images of public officials to appear in government projects

The Department of the Interior and Local Government (DILG) has mandated the nationwide enforcement of the Anti-Epal Policy.

The scope of this policy is effective from the barangay to the provincial levels.  

Under DILG Memorandum Circular No. 2026-006, all local government units (LGUs) and DILG offices are required to remove the names, images, branding elements, and any forms of promotion to public officials from all government projects, activities, and programs. 

DILG Secretary Jonvic Remulla believes those initiatives come from the taxpayers. Hence, these projects, activities, and programs must not be a platform for promotion.

“Interior and Local Government Secretary Jonvic Remulla stressed that government projects are paid for by the people and must never be used for personal promotion,” according to the DILG’s press release

The DILG reiterated that public service must reflect more instead of personal publicity and promotion.

“Government programs are not personal billboards. These are funded by taxpayers and must reflect public service, not political credit grabbing.” they added
